When a Numero plan ends, the number expires and can be resold. Numero does not state a rule for unused numbers or for moving a number out.
The TripoSIM number stays yours while your plan is paid, with no rule about how often you use it. When a plan ends it is kept for 30 days on the yearly plan and 90 days on the monthly plan, then released. See every provider's rules.
